pulsing the resistive load on 310 v dc

i need to pulse resistive load on 310 v DC, ( rectified 220 v AC) , power on load will be is around 300-400 watt.

should i need bulky and expensive isolation transformer ?
and also how i take 15-20 v dc (for supply pulse generator to switch transistor ) from this rectified 310 v DC ?

What do you have exactly and what are you trying to do?
A simple Triac controller, either burst firing or phase angle control could be used on the AC, but more info needed!

i meant , similar this ,
excluding isolation transformer, how is this on safety ?

and that 12 v dc for transistor switch , how i can get from same source , here from AC 220 v ?
