hi im currently working on a project where I need my circuit to decrease and increase in speed when a state is true or false i don't want to do this through micro controllers is there an ic out there i could use with a bit of logic?

it would lean towards a motor for example if my switch is closed my car would travel at 60 km and if its open it would reduce to 5km

Sounds like a big solenoid connected to your accelerator pedal but you really need to give more detail of what you are really trying to do for a more sensible response I'm afraid.
