My homework is to program a 3 bit 7 segment display using simcir and I cant figure out how to do it for the life of me. Could someone give me a basic layout of the logic circuits for something like this to work?

Generally zero input produces zero output. However, in many cases zero input can produced output, known as noise. Take your pick.
