Not sure if the motor is a 3 phase or if it has 2 windings - , but you should determine if the windings are shorted. Measuring with an ohm meter will be fruitless since the winding look like a short.
If this has a few windings, then do the following test:

1. Apply a low dc voltage to one of the windings
2. Short the other (or one of the other) windings
3. Turn the shaft by hand.
4. If the winnings are not shorted, you will have a tough time turning the shaft since you will be generating a voltage into a short winding
Simply turning the shaft will produce zero power because the center rotor needs to be excited. Hence the 9v battery.

Good luck.

Too late! The problem has been solved evidently with a new motor!;)

Sorry, been there, I'd be Certain the start winding contacts aren't pitted/burnt.
Split winding motors have the centrifugal switch, split capacitor builds don't.
Just got the edu on my fuel oil furnace blower/ pump.

It was originally a split winding and the start contacts were pitted Badly (25 yrs WAAA).
Replaced it with split capacitor build motor, Much more reliable.
Also, if it goes Goofy, it's the capacitor -- an easy swap.
Turns out, OEM changed split wind -> split cap the year After mine.

I surfaced the contacts of the original, and it works fine.
But it's relegated for a less critical task, to be named later.
G.H. <<<)))

Well, I don't have the motor any longer, but I think I identified the root cause of the failure.

The PVC pipe on the outlet of my sprinkler pump cracked. I stepped outside this morning only to notice a strong jet of dirty lake water aimed directly at my brand new $300 motor, soaking it inside and out.

I didn't notice it before because the sprinkler pump runs before dawn, and I am rarely out on that side of the house those hours of the morning.

If it is really wet internally already, you might want to give it a quick rinse in clean water before you bake it dry.
