You're right the circumpunct symbol is rarely used. It's right up there with the Sheffer Stroke, the Peirce Arrow, and the Quine Dagger which are a couple of obscure names for the more familiar NAND and NOR functions.The circumpunct symbol does indeed have a standard meaning, but is rarely used.
