Yes, think so black soot around it on the board. Bought replacement so will know for sure soon, thank-you

An easier (and cheaper) way to determine if it is blown is to simply make a continuity measurement across the leads.

Replaced the fuse and it blew another so that is where my skills end, no idea what could be causing the short out, thanks for your help.

Yes, I'm looking at a Youtube video right now for testing for faults in Capacitors, Diodes and Rectifiers so gonna give this a try see if I can find the fault, will let you know how it goes, thanks.

 

Check for shorted components like bridge, diodes and capacitors.
Also check the low value resistor from open circuits

All of them on the Primary side which is the side fuse is located
