PicKit2 on Android

I am thinking how can a Pickit work on an Android tablet.
How is it possible to program a Pic using a Pickit on an Android tablet?

I mention that it is about a tablet with an ARM processor. I prefer the free programs. Until now I tried DOSBOX with which I run successfully console programs for PC. Another way I tried is the program Bochs which is an x86 emulator. But I haven't found a way to access usb port. Don't try to install windows xp in Bochs because it runs very slowly. Very hard.

I do not understand what kind of Arduino is used here as programator.
For that, I want to build an Arduino just by buying components.
The discussion is old, in 2012, I not know if anyone responding there.

2. Somehow an ermulator. X86 emulators are(free version):
DOSBOX
Bochs
Qemu
In Bochs I tried to install several operating systems

It is a project, mini xp that I could not finished. That somehow makes Windows XP to run very fast and use 50MB of HDD
