I can't find any surplus transformers supplier in Canada or least near where I live.

Just Google "industrial surplus Toronto" and a slew of places show up. One had a 3KVA transformer for about $226. Unfortunately it was a 600V primary, which seems rather common at that power level.

 

With transformers it is the ratio that is important Winding current capacity remains the same independent of the voltage, because it is determined by wire size.
