Cut us a break. It's anyone's guess what it could be or why it is where it is. Not exactly something one sees everyday and maybe it is just there so people will ask what it is. I am guessing Bingley as in Bingley, UK? Situated on the River Aire and the Leeds and Liverpool Canal? My guess is it is just something someone shoved in there so people would ask what it was, also called a do nothing box. As to a knowledgable forum? I guess you want a knowledgeable forum which this actually is.
