Neutral connection to ground direct or through an impedance load

Most of the time (in France) neutral coming from AC power provider is connected to ground.

will it work if AC coming from a private provider who has connecting neutral to ground through an impedance will be compatible?

If it's connected through an impedence, then it is NOT connected to ground. If it's not connected to ground, then it is NOT a neutral. It us an accident waiting to happen!

The greater the resistance in the neutral line, the greater the current that will flow through some poor human in the event of a ground fault, miswired case, or other unfortunate (but all too common) error. This is why separate equipment grounding conductors are required in addition to the neutral for distribution and load equipment. (At least where I live. I don't know about French codes.)
