Code doesn't make sense. Can you post a higher resolution picture of just the resistor?

The tolerance band should be last and valid colors are brown, red, gold, silver, or none.

No resistor code would start with black. Silver can only be used as a multiplier or tolerance.

If this is a mil spec resistor, I need to look up usage for the extra band...

 

If these are the colors, it would be 0.99ohm, 0.25% E192series resistor. Can you measure what is left with a DVOM?
