Need help on making a 13.5v limiter

Hey everyone,

I've been looking everywhere for a 13.5v limiter because im charging supercaps via a solar regulator and the cut off voltage is at 14v, but i need something that when the caps reach 13.5v they will stop charging and once the voltage drops the caps can charge again.

A diode in series will drop ~ .7V.
His Supercaps are rated at 14V max and he want's to stay just under that (13.5V), but the solar panel will output as much as 20V even though they may be rated at 12V. I've seen more that 19V on my panel.

This statement led me to believe that he already had a 14V reg but needed to drop an additional .5V.
