Why would the people who put the board together use resistors that did not match what was printed on the PCB? Maybe the boards were all printed but it was later discovered that 3.6k resistors worked better?
Quite possible an afterthought found out in later testing.

Are you sure that the unit you have is 12V to 5V? (without some tweaking)

100%
It is a car cigarette lighter multiplier where you plug a dongle into the existing cigarette lighter outlet and it powers 3 plus has a USB outlet.

I can't see how Pin 6 gets Vcc IN ?
Maybe that's why the USB port never worked?
Can you see how it would from the schematic?
