I am referring to a control transformer in such as a control enclosure where the secondary is isolated from earth ground, and where it is permitted to earth ground one side of the secondary in order to set up a secondary grounded neutral
And this is not associated with my top post.

The NEC is not based on opinion.
It is a Commercial "Code" created by a consortium of Insurance-Companies, ( Banks ),
designed to mitigate Bank losses from Fire and "Personal-Injury" Lawsuits.

There are installations that must be inspected,
these must follow the NEC to the letter,
although many violations get missed by Inspectors.

Then there are situations that don't require inspection,
these require Common-Sense, Experience, and
a very good understanding of WHY the NEC specifies the things it does.
