Yes, but of course the circuit I am using doesn't discharge any capacitor through pin 7, and the first quote seems to mean that it's ok to sink up to 35 mA through pin 7. My 19.47mA should be absolutely no problem.When the discharge capacitor conducts a fairly high current then it gets hot.
If your circuit has a huge timing capacitor with a maximum duty cycle then the chip will overheat if it is not allowed some cooling time.
But it is turning on the LED with a current-limited current of about 18mA so of course the IC will get warm.Yes, but of course the circuit I am using doesn't discharge any capacitor through pin 7......
