pin2-6 needs to charge up to 8 volts to switch the output of the 555.
Check C3 and make sure it's installed correctly as far as polarity.

The output is now working as expected, it turns out I can't read a capacitor. The only slightly unexpected result is that the pnp doesn't turn off when the load is disconnected from the collector. Instead it continues pulsing the 7555 pulses, I expected it to pull back up to the battery voltage, which the breadboard version does.

That is the normal operation not sure why it wouldn't do that on the breadboard.

I thought that would be the case but was just confused as the breadboard version sat with the collector and emitter at 12v when the load was removed. Either way it won't cause issues due to the load being connected via a switch.
