i want a sensor which sense if there is a car coming in an empty street or not

 

The first idea that comes to my mind is a camera and motion detection software. A surveillance camera system may do this "out of the box".

I think you need a system of optical sensors.

You should draw a block diagram and describe the situation of empty street as the width and length and where you want to put the sensor.
