Is there a way to reduce the test signal voltage for a handheld LCR meter like the keysight U1733C from 740 mVrms to about 50mVrms and not alter impedance readings too much? Im doing so to test an electrochemical cell which requires an extremely low voltage applied across it.

Probably not.

Have your considered making a circuit of your own to measure the characteristics of interest?
Thanks for your reply. I am currently testing the feasibility of using a handheld lcr meter, specifically the 1733C for impedimetric measurements of the so-called randles equivalent circuit of an electrochemical cell.
