Measuring Tablet battery voltage - is this normal ?

At first second i see 2.962 then 961 960 and on...

Is this fall normal and if yes the reason is that ... ?

The device has problems and doesn`t boot.

And...
When i put the cable into device it begin charging the battery but after seconds i see again this fall - for example 3.220 and then 3.150...

if you have an overloaded usb supply that all makes sense. When overloaded they shut down, restart, shutdown etc. That would also explain the jitter on the multimeter. Also if you are measuring at the battery, that low a voltage suggests the battery is close to or already stuffed. If recharged you may get a period that it can be used without the charger plugged in but it will be short.

If the battery voltage is dropping noticeably when only lightly loaded then the battery is failing and needs to be replaced.

3.2 volts or less, on a Li-ion battery? The battery is toast, and could become a fire hazard. Get it replaced ASAP.
