MCU Board keep burning at random times

Indeed and i fixed it and connected to ground, but it didnt solve the issue, it reduced noise a little but doesn't explain why it burned.
Prior to the test….Did you replace the IC with a brand new one or did you just grounded the pin of an IC which previously had already been powered on?
Because pumping current through the substrate definitely qualifies as abuse, and although an outright failure may not manifest itself immediately, it definitely creates a path for a future failure mechanism.

Please look at the CD4538 data sheet. What do you think happens if you don’t connect either pin 1 or 15 to ground?
