Is there a good company (A company based in the UK would be appreciated) that can print custom circuit boards. Why? Because I need a circuit board that can hold 400-500 LEDs and you can power each one individually.

Yes, but you can't just ask for a board that can hold 400 to 500 LEDs. You have to send them the file ("drawing") that allows switching of 400 to 500 individual points.

 

Do you need someone to design the whole circuit and do the board layout,etc.. aka a design firm
or just a PCB fabrication house (which means you have the circuit and pcb layout/gerbers already done to give to them to produce)?

Who is going to build them for you (solder on all the components) ?
Yourself? or do you need a contract manufacturer (CM) also.?
