1. Why is this an emergency?
2. Please post a schematic of what you have done so far.
3. Is this homework / school work / class project?
4. Are you talking about one counter going through two different sequences, or two separate counter circuits with a timer circuit in between?
5. What is the clock source for the counter(s)?
The second part is the easiest, as it is a 4 bit binary counter, for which both TTL and CMOS ICs are available off the shelf.
If you were able to desigh the very first section, which requires gating to select an non-natural counting sequence, the second counter should be trivial.
