Looking at someone else's design of a LPF, but not sure how this correlates to the fc=1/(2*pi*RC) equation. Hoping someone could shed some light on this for me. Thanks.

 

R=R1||(R3||R4)C1. It is just a voltage divider where R1 is the top leg and Z2 is the lower leg. Do the math.
