A 3.3V supply probably won't operate a flipdot. Minimum 4.5V is specified.
You could make a home-brew actuator similar to a flipdot, using a cheap low-voltage DC model motor, or vibrator motor from a junk cellphone.

How about using an LCD bargraph. Very little power needed but fairly complicated electronics.

Getting the raw LCD glass might be a problem but buying an inexpensive off-the-shelf bargraph assembly may be easier. You could take it apart to get the display glass.
