Could I use a 4PDT, as sghioto suggested, as the master?

There is no need for a 4 pole switch. DPDT & center off is all that you need for reversing, and then simple off/on (SPST} switches to select which actuator to drive.

INDEED IT IS! I would have shown the two SPST switches closed, but certainly this is what I was describing If there were available some sort od double pole switch that would be center on, and in each direction open one or the other, that would be even better, but I am not aware of such a switch being available.
However, there are folks who participate who have resources different than mine and so they may know where that one can be found.
