I have a 24*8 LED Matrix. It was working fine till today. When I find my 23rd column 3rd led not respond to any changes, and rest 7 led in that column remain ON throughout.

Has anyone came across such issue?? Removing 3rd faulty led may fix the issue. But my question is how to prevent such issue to occur.

Sounds like all 8 are not responding. Why did you single out #3 for mention - does it remain off at all times?

A schematic, photo or at minimum a model number would help people understand what you're talking about.

How can anyone possibly answer a question like this?

We don't know how the matrix is wired or what is driving it. Post a schematic.
