The DMX RGB connect to the Input side of the board and LED RGB connect to the opposite side marked A through G.
Don't think 12 volts is needed on the board as that is used to power the four LEDs.

Sorry I labled it wrong in the image, it is correctly wired (I did doubt myself and wired it opposite a moment ago) with the results I said.

OK
Definitely need the ground on the inverter board connected to the NEG of the supply as shown in my previous post.
Also connect +12V to the inverter board as well. Those LEDs on board will help with diagnostics.

That will help a lot.
It's also strange that all four LEDs on the inverter board are ON with only three inputs connected.
With everything connected and the DMX RGB outputs set to OFF read the voltage on the input and output pins of the inverter board.

Think I have damaged that first board as I have changed it for 2 others, there are no leds lit on the board but all fixture lights are on. I tested the input side (dmx) and get 11.7v on all terminals out put (led side). 0.4v slight variations on each.

Well possible the output at 0.4 volts is not low enough to turn off the LEDs on the fixture but should all be ON if all DMX RGB are ON.

even when led driver is off its exactly the same.these are the readings
Driver H00 Set to off R 0.05 G 0.50 B 0.25 All leds are on
Driver H01 Static Red R 0.11 G 0.47 B 0.22 All leds are on
Driver H02 Static Green R 0.06 G 0.46 B 0.21 All leds are on
Driver H03 Static Blue R 0.10 G 0.40 B 0.24 All leds are on
shouldnt these values change more than they are?

Hello,

You could replace the ULN2003 with a TBD6200X, wich is a mosfet version of the ULN2003.
Each channel has a clamp circuit on the input and a mosfet at the output:

See the datasheet for more info.

All DMX RGB lines should read close to 12 volts when OFF.
And close to 0 volts when ON.
When the inputs to inverter are high the outputs on the inverter should be low.
