Anyone can suggest IC to be used in attached diagram ?

We tried BP series .

Circuit is to operate at 110 V AC and expected to cut off at 190 V AC.

 

No where near enough information to even guess what You are trying to do.
Please provide the Spec-Sheet for the LED(s) for a start.
