LED circuit to flash on and off

Looking for a LED design to flash 54 LED's on and off. 27 off and 27 on and so on....
Any ideas or circuits to post. Any insight would be helpful.

Supply voltage?

LED current?

The simple one : NE555 + CD4013 + ULN2004 (or bjt or NMOSFET) + R + LED.
The more complicated : Arduino nano, uno, arduino mega 2560 r3 + ULN2004 (or bjt or NMOSFET) + R + LED.
