Latching circuit to latch if the bipolar signal reaches +/-1VDC needed

Hi there,
I am struggling with the required circuit design which should latch its output if the signal (from range +/-10VDC) reaches +/-1V (or a certain predefined threshold). I have a circuit showing the unipolar design using voltage comparators but I need this for both signal polarities at the input.

Any idea about how to design the required circuit? It doesn't have to be this particular circuit, any other proposal is also welcome.

Nah. I have an RF phase and magnitude comparator built around AD8302 and would like to implement protection in case that phase difference goes out of 2 deg.
I am thinking about making a full wave precision rectifier before this latching circuit.
