If you want more certainty, replace C3 with a physical switch that is closed when you turn on power and then open it when you are ready for the circuit to start functioning. Or get rid of U1 and U5 altogether and connect the bottom input of U2 to the anode of D2 (I'm referring to the schematic in Post #63) and a switch between that node and ground, again having the switch closed when you turn on power. There are other options as well.

I assumed that you were using EM Fields design, have you made a decision on the version of the circuit you are planning to use.??
Consider using a link from the 'arm' switch to the bistable circuitry.
