I need footprint for 68000B. Any idea where to find?

In the footprint editor after a little bit of effort, and a reference to the datasheet.

 

There are more than one FP variations for the 68000B.
Which one are you using?

I tried to find a way to scale footprint but such function does not exist.

this is trivial to make. open footprint editor. set grid to 0.050". set pads in right places - they auto increment.
go to properties make that part THT (through hole). oh and if pads are not though hole, edit one to make it correct., then set is as default and apply default to all other pads. done.

could not agree more. if one wants to use any EDA software, one of the fundamentals is to make own symbols and footprints. for those who prefer libraries made by others, check KiCad library from Cern:
