Hello, new to this forum, and hoping someone can point me in the right direction here....

I am having issues that I am pulling my hair out trying to solve.... I am at a complete loss on what is happening... I've gone over my items a million times, i've tested my PCB, used a second, third, fourth, fifth PCB and all has the same issue. I soldered the TXB0108PWR on an breakout board to test as a pin breakout and make a few for use in breadboarding. On the breakout boards, IT WORKS PERFECT!!! On my project, all wired the same way, just using traces, it will not work! I am so frustratred.... Does anyone see whats going on or can help me find out? Here is some pics of my project, schematics, etc... When hooked up on my board, the output @5v data side is blank, NOTHING coming through. I see data on the 3.3 side. everything is soldered down just fine and all pics are set. The one thing that has me, when I make a breakout board and solder my traces from the board to my breakout and back to my board to bypass the board one, it works!
Setup as follows:
►A2 = +3v3 IN
►A10 = +3v3 IN
►B2 = +5v IN
►B20 = GND
DATA PINS:
►A1 IN - B1 OUT
►A3 IN - B3 OUT
►A4 IN - B4 OUT
►A5 IN - B5 OUT
The only differance is my breakout board doesnt have the bypass compacitors or the EN/OE Pull Down resistor... So I even de-soldered that and still not working on my PCB. Breakout boards I soldered just the same way and they work perfect!
Breakout board I have the IC facing the same way dot up marking A1 pin (top left, if looking at it streight up and down, in pic top right due to it laying over), but either way, yes,I am putting it on the board, my PCB and breakout board right/same. On the A side in,I see the data from the ESP, on the B side where I should see the data at a higher voltage, its just flat zero. I have power on my leads, not dropping any amps, no shorts, I cant find a single thing wrong!
