Is there another logic IC, similar with 4017 but with up/down counting? (not only up)

Yes, so your strongest suggestions was to use a MCU. And someone dare to say they are cheap enough.
Let me step in with some clarifications.
This is my latest MCU purchase. You can see the date. I also program a few in some neat small projects.

Do you see the PCS and the price differences ? It's very high for MCUs compared to general purpose logic chips.
But...in the same time, perhaps is the only remaining way/option to do it only with MCUs. To truly make it a single chip.
I can do 1 or 2 because I can not afford 10's of them. For me, coding in the c arduino language is a breeze so no problem there.
My problem is cost and quantity. Always was.
Another interesting answer is the use of GAL.
GAL16V8B-15LP x5 PCS 20PIN DIP GAL=Generic Array Logic, family of PLD, can be programmed to perform various logic functions
Again, very expensive these ones as well. And I don't know how to program them. From what I can understand, I need a special and dedicated software and I believe it can be used with a general programmer for very old chips, those in the 80's or even 90's. Which I don'thave either since it is very expensive still. I promised myself I will get one to be able to program more conveniently my AT28C64 10/10 28PIN DIP 64K (8K x 8) Parallel EEPROM ATMEGA but I'm always postpone this investment. Im telling to myself I will find another way, more cheaper to program those. I believe it is a way to do it with Arduino Uno, I know I searched and read something about it, but now is a blur in my mind how possible it really is. But I will turn my guns to it some day. This was the only serious reason to buy such specific programmer so the GALs are another reason, if indeed is the case. You best tell me, because GALs are a complete mystery for me. I bought them to learn them, and again, I will have to turn my guns toward them some day. Is another promise put in the waiting line.
Yes...to be sincere, I dont like expensive ways. I like cheap ways. And with ten's of PCS. Pity that my desired IC is not commercial or public, Im very sure it exists and probably is even more cheaper than 4017's. Oh well.....
Thanks for your answers so far. It clarified some ideas I had.

If dollar each is a problem, I can’t help you. If you lived where I do, you could work 1 hour at McDonald’s and make enough to buy 15 of them.

There was, possibly still is, the CD4516, BCD.Hex binary up/down counter. I was given several "sticks" of them when a project was cancelled. Then decode the BCD just like "Y" stated way back in the thread.

Warning! warning.png This is a -1h long movie- and probably more hard to follow than usual. To brake it down to some of you, it is everything we discussed here. Nothing new. It is how I think about this project. It's an idea. And like I said, Im thinking on this for quite some time(but not constant). It was in the back of my mind. Like something to deal with, someday. As easy and trivial as it sounds, it turned out quite complicated. This is MY solution so far, but your solution might be cleaner, smarter, easier and cheaper. It had been easier if I had a sop20 or better, a sop22 long dreptunghiular microcontroller (from Atmel)! That would had solved the entire project much more elegantly. Im not posting this movie for discussion, only for show. If some of you have nothing better to do, watch it. Also leave a like.
Thank you very much, in advance.

Certainly the binary counters that are used with quadrature output rotary encoders will count up and down very well. Why make things so much more complex??? Allow the counting to be done in a binary format, and decode it into decimal when that format is needed.
Since no mention about the required speed is given, consider that the count rate might be faster than a software counter can follow. BUT I.C. up/down counters can work at many megahertz. Then you can use the slower processor module to convert the binary data to a decimal format.

Use aa presettable binary up/down counter and have it preset to NINE after it rolls-under from a count of zero. They already have carry-in and carry out lines and preset inputs, so that will work very well. The decoding binary to decimal is not a big deal either.

- My question to you is:
- Is there another IC, similar with this one, meaning to also be a Decade Counter/Divider with 10 Decoded Outputs but... with Up/Down counting Clocks? This 4017 has only 1 single clock that is counting always up, from Q0 to Q9 and then resets to Q0 and starts again. But it can not do it in reverse.
Fortunately, one person actually answered this question with a useful suggestion. It’s a shame he was ridiculed for it.

I just went thru the whole thread and I did not see any ridicule, or what I would regard as ridicule for THAT.There were nasty references to those familiar with the early technology, though.

What I never saw asked was just what the purpose was that it had to be one device only. I do wonder about that "single IC package" requirement . Possibly another could have provided an alternative, had there been more information.

AND i offer a consideration, which is to understand that quite a few "wonderful" devices have come and gone and are no longer available, which matters a lot if something may need to be repaired or duplicated in the future. Tunnel diodes are one example as well as that first analog IC with a voltage controlled gain input, that is no longer available. There was also a wonderful instrument amplifier IC that had been designed into a PCB module for a big project that I was hired to help with. The single-sourced device was quite impressive, as well as unavailable, due to production yield disasters. 400 partly stuffed PCBs that could not be used because no inst amp, back in the 1974 era.
A rushed redesign and many thanks to Analog Devices for the "2B31J" module, which they agreed would be available in unlimited quantities for many years. They kept their word.

If you ever find this chip like this let me know, because I would like it too. I too am not willing to learn to program a single pic to do the same thing. That is a learning curve I don't think I am able to climb anymore.

Of course, it is entirely possible to simply use the CD4017 in reverse, so that the "0" output is assigned to the "10"application.
But since the TS gives no hint as to the actual application, useful suggestions are not being presented.
This is certainly another case of a TS only presenting a small portion of the situation.
If they have already decided the answer, why bother us??????

If this is really something you need and going to be used in future projects something to consider would be to have a small breakout board produced.

That or ask for a member to program a PIC for him. Ask and ye may receive. If nothing else you might get a referral. I don't even know if a PIC could do it..
