Is it necessary to use blind and buried vias with 0.4mm BGA?

Hello

I have a 185-pin IC with a 0.4mm pitch. Is it necessary to use blind and buried vias?
Is there a more cost-effective method for wiring?

If there is no more cost-effective wiring method, what is the recommended pad size and via size diameter for my BGA pin (given that my IC pin diameter is 0.25mm)ic dimension_page-0001.jpg
