IR2104 Weird High Output

I am trying to use IR2104 to drive a half bridge consisting of two IRF250 N-Channel MOSFET. The schematic is as shown below.

I do not know if this is relevant, but the capacitors I use is the ELCO type. Square wave IN is PWM from STM32F103C8T6 with frequency of 15kHz and duty cycle of 50%. I prototyped this on a breadboard and looked at the output HO and LO in the oscilloscope. Here is a picture of the results. Blue line is LO while yellow line is HO.

HO and LO somehow has different frequency and amplitude. How do I solve this? Is there anything wrong with my circuit?

There’s a UVLO on the High-side drive power supply, at about 9.5V.
Your chargepump can only give Vcc minus one diode, which might not be enough. Try a 12V supply.

Your HO waveform looks as though the charge-pump isn't working. Cause could be a bad connection between VS and Q1 source (breadboards are notorious for poor or missing connections), or elco C1 wrong polarity. A plastic film ~100n cap would be an alternative for C1.
