Incandescent bulb stops LED flicker

What we are told is that the TS is in an apartment supplied by two circuit breakers. So there is a lot unknown. And the TS is in Italy, where the mains supply is 230 volts. We are guessing that the LED lights are intended for 230 volt application, and we are also guessing that the supply voltage is 230 volts. We are also assuming (guessing again) that the wiring is close to what we would call "standard". BUT we do have a statement mentioning long wiring runs and multiple switches.
Also a long ramble into DC lighting in machine shops, which provided no benefit at all, given that this is a rented apartment location.
