igbt short circuit damage

Does short circuit damage to IGBTs typically happen because they switch currents much higher than the DC curve in the SOA? Would the IGBT be damaged if short circuit power is within its safe operating area?

It's kind of like popcorn. It doesn't pop when you first turn on the microwave. It has to heat up.
When that happens the SOA goes out the window.
