2. Its a Li-Ion battery protection IC, 20 Pin SOP package, 9 & 10 Pin are shorted to ground

3. From symbol "M" on it, seems like Microchip IC, but microchip have no such solution I had checked.

 

From this site it looks like microchip except it doesn't have the circle round it.

IC which I have on board has similar looking "M" logo on IC.

No, it is not, as IC i look for is Li-ion protection

 

My guess is that it is a custom OEM part for which you will not find a datasheet or an alternate source.
