I have no idea ! But the top scale is measuring IMU's which must be "Inertial Measurement Unit" Try Googling..
Does the hole in the side look like an electrical socket or could it be where a cranking handle was inserted..(as in Megers)

I love mysteries...
The connectors at the top are interesting. I'm not sure what they mean but the "R" implies different resistance connections. I noticed that the knob has an ohms symbol on it and a "K" as well. So, some kind of ohm meter? The bottom meter is zero center scale which adds weight to the Wheatstone bridge theory.

Are there any labels on the back with a make or model number?

It does resemble the earth resistance Meggers we used years ago, to find the earth resistance in T-T systems. (a Polish version).
