It reminds me of a laser distance measurement device I saw in college 4 decades ago. It was a surveying class, the unit was a transmitter/receiver, and could measure withing a cm around ¼ mile or so. The operator was on one end, on other end was the guy holding the reflector.

But the picture is small, and that was just a guess.
