I'm trying to troubleshoot a short on a circuit board for a wine cooler. Its a green round chip and is marked on the board as RTC. When I try to google this chip I keep getting "real time clock". Is this a type of a MOV? Is there a way to test it? Thanks for any help.

 

It’s an inrush current limiter, an NTC thermistor IIRC.

Most fixes involve replacing the electrolytics with quality low ESR ones. Parts lists for replacements are in the thread.

Can you upload a picture of the whole board? The green round chip seems like a NTC as JohnInTx said, and usually they have low impedance.

It looks exactly like the one in the picture above in the same location and is marked on the board as RTC.
