Icon ZC0549 MC1648DLS treadmill belt motor won't start, red LED flashes. Motor starts when connected to 18v battery

I have a Nordic Trac C990 treadmill with control board Icon ZC0549 (also says MC1648DLS on the heat sink), the belt motor won't start but the user interface starts up without error and the incline motor still works. When I initiate a workout session on the treadmill (the motor is supposed to start) the belt motor doesn't start, all I get is a flash red LED. When I stop/pause the workout the LED stops flashing. I tried connecting an 18v battery to the belt motor for a split second and the motor did start. I replaced the big 200v 1500uf capacitor (biggest cap in pic toward bottom) and that didn't fix the problem. I unplugged the motor from the control board in order to measure the voltage the control board was outputting and my meter said 148v DC.
Any idea what might be going on or what to try next? Should I try replacing the next biggest capacitor (400v, 120uf)?

By the way, the red LED provides a steady/consistent flash when a workout is started. From what I've read this usually indicates the controller board is receiving a speed signal from the console.

Hello, any luck figuring out what is going on with your treadmill? Mine is doing the same thing ramping up to 160v and flashing 4 times.

Usually caused by one of the power devices on the H.S.
Sorry Max very new at this and don't understand what HS means. I have basic troubleshooting skills and know how to solder. I know this particular treadmill has problems. Many forums have said they have replaced the board and had the same issue. I can't seem to find the fix and don't want to drop $200 on a new board if its going to repeat the issue. Have done the motor test using a drill battery and it runs smooth. I was hoping to reach out to the thread starter and see if they have found a fix.

H.S. = Heat Sink, the suspect components are clamped to this, and are the first suspects.
Thank you, I thought about trying there first. But reading one user replacing the mosfet. Ill try to find that forum and reply to your message there. I didnt understand what you were suggesting. Then the forum came to an end without a solution.
