I couldn't get the frequency modulated signal. Any tips?

There are also other omissions in the circuit shown.
What we need is an explanation of how the cicuit is intended to function, and what the output iis desired to be. Also, it is not clear to me how either of the two oscillator circuits are intended to function.
So some explanations will assist us in the evaluation process.
