Most meteorologists will disagree that people "feel" relative humidity as being uncomfortably muggy (http://www.theweatherprediction.com/habyhints/190/). Feeling damp is not the same as muggy in my vocabulary. 50°F and fog is not the least bit uncomfortable in my experience. I grew up in SoCal, and we had many such mornings and afternoons. They were quite enjoyable.
