From pins 26,27,28,29 to pins 123, 4,5,6, 7,8,9 the diodes looks okay.
From pins 22,23,24,25 to 19, 20, 21, low impendace is measured. About 30 ohms.
From 1,2,3, 4,5,6 7,8,9 to 22,23,24,25 it's open circuit.

From the measurements, is the device good? My main question is regarding the SCR part which is kind of confusing for me.

 

Ensure you use a meter with diode check as the average VOM will not give a suitable reading on the Ohms scale.
