How to switch the ac phase not the neutral

Sounds like a 3 input quiz buzzer, whoever switches on first starts the water pump.
Three relays with interlock contacts,
Then use that relay/contactor to supply the pump from that phase,

You need three contactors feeding the motor from each phase, the other two are interlocked off when more than one switch is activated.

Which switch is on, is not related to who uses the water. I could live in your apartment, and never turn that switch on.

Relays slower? They are faster than your motor will run up to speed! Don't rule them out because they are mechanical, you should really use a proper motor contactor with over current sensing, then control that as I previously described. it is not always best to try and re-invent the wheel.
