How to refer to this re CD4047, +++

For either pin 10 or 11 one is Q, and the other is Q with a bar above it.
If I wanted to post about the bar one, what do I call it ?
Also, the pins 4 & 5, I think, cause 10 and 11 to do something.
The data sheet says a high level on one or a low level on the other.
What is the level in reference to ? Is it usually spelled out in the data sheet ? Is it ground ?
Also how do I refer to what is happening at pins 10 and 11 ?
Emitting, pulsing, broadcasting ?

It's called the Q bar output. Also written as Q# or Q'.

They control astable mode. Should be described in the datasheet.

It's a digital device, so it refers to logic level. All spelled out in the datasheet.
Also how do I refer to what is happening at pins 10 and 11 ?
Emitting, pulsing, broadcasting ?
If they're changing, I'd say they were toggling.
