Hello
How to make wireless 4017 at pin 14 it detect 220v by 1feet at 2 feet it not detect how to make antenna for it

A CD4017 needs a DC power supply from 3V to 18V. Then it is not wireless.
Its logic inputs have a very high input resistance and can easily be burnt out by an input voltage that is too high (higher than the power supply voltage).

EDIT: Pin14 is its clock input that needs Cmos logic voltage swings. An antenna will pickup lots of interference.

On a CD4017 and most other CD4xxx logic ICs, the voltage on the clock pin 14 must go between the spec'd logic voltage levels of 0V to 0.3 times the supply for a logic low and between the supply voltage and 0.7 times the supply voltage for a logic high.

If you use an antenna then you must limit the antenna voltages and filter away interference.
