How to check if a dc motor is working

It looks brand new.
Since VW's don't have a cooling fan, I'm curious as to what part of the car it goes to, and what kind of problem are you having?

If it's 12v DC, I would try hooking it up to a battery (but that's me).
( I would check a few things with a meter first).

thanks a lot all of you, actually this motor used in transmission for (mechatronic) hydraulic pumps the TCU burned, but when check the car with scan tool i see there's no voltage in hydraulic pumps so i wanna make sure this motor is cause TCU problem., here's the hydraulic pump and motor.

if vw is using an electric motor to dirve the hydraulic pump, thats kind of silly, since theres all that mechanical rotating energy available in there.

The fact it does not appear to have a commutator and has three power leads seems to indicate a BLDC type motor which looks identical to the RC type, I have a 10yr old car and that has PWM drives to fans and various motors, not sure if they are DC or BLDC though.
RC outrunner shown.
Max.

What VW's don't have a cooling fan? Even the oldest Bugs and Busses had a cooling fan, it is in the shroud above the cylinders/crankcase on the far(opposite the drive pulley) of the generator. And pretty sure all of the recent ones are water cooled. :)
